      In late 1995 amidst heated debate over the blame placed on Rear Adm. Husband E. Kimmel and Maj. Gen. Walter C. Short for the devastation of the attack on Pearl Harbor and their subsequent demotions, the Department of Defense ordered its own investigation into the matter. The first to be conducted outside the Army and Navy establishment and the only official inquiry into restoring Kimmel and Short to the ranks they held prior to the attack, the investigation took a fresh look at the entire controversy. Called the Dorn Report after Edwin Dorn, the then-undersecretary of defense who led the investigation, the report found Kimmel and Short guilty of errors of judgement but not solely responsible for the catastrophe and did not recomment restoring their ranks.

      This book presents the complete report issued by the investigators; added commentary by Fred Borch and Daniel Martinez will help readers understand what it all means. Borch was the Army's representative on the team that conducted the investigation and one of three writers of the report. His firsthand knowledge contributes significantly to the analysis presented here. Martinez, a park historian at the USS Arizona Memorial and acknowledged expert on the attack, lends an important historical perspective to this book. With its authoritative analysis and summary of events, this well-documented record of who knew what and when argues that Kimmel and Short may not have been able to defeat the Japanese, but they could have inflicted more damage had they been ready on that fateful December day in 1941.
